Lake Garda Improvement Association

Board Meeting Minutes: February 14, 2023

7:00 pm Farmington Community Center

Board Members:

Present: L. Gezelman, R. St.Pierre, C. Scully, AJ Singh, M. Duchow

Absent: P. Anthony, R. Frey, C. Contreras, C Castrogiovanni, J. Cragin, H. Monnerat

Quorum present? Yes

Proceedings:

  • Meeting called to order at 7:08p.m. by Chair, LG
  • Motion to accept January meeting minutes made by R. St. Pierre, seconded by .Duchow. Motion passed.
  • Board President LG called for items of new business

Treasurer’s Report – AJ Singh presented the treasurer’s report. Report placed on file.

Tax Collector Report – Report presented by M. Duchow and placed on file. Six lien releases were filed. The current amount of delinquent taxes almost twice the amount of last year’s delinquencies in February. Updated quarterly billing to be mailed out by 2/15.

Lake Report: – No report.

Encroachment Committee: – No report

Event Committee Report: No report.

New Business:

  • Special Presentation by CT Pond and Lake our contractor for lake maintenance on removal of the carp. Note there are thousands of carp in the lake:

Removal of carp via gill nets – the carp swim into the nets and get stuck – they are removed and disposed of the next day. This method typically nets around 25 carp per net. Or trap net which only nets 3-4 carp at a time. Netting takes three days, first day install nets, second day remove carp and reset nets, third day remove carp and nets. This is not a one and done option.

Netting cost estimate is $9,000.

The nuclear option which is a treatment that kills all the fish in the pond. The treatment will not kill the turtles and frogs – it kills anything with gills. This option needs DEEP approval and a permit. It would be applied in late spring or early fall.

Treatment cost estimate is $50,000

August 2022 Meeting Minutes

Lake Garda Improvement Association

Board Meeting Minutes: August 9, 2022

7:00 pm Farmington Community Center

Board Members:

Present: L. Gezelman, H. Monnerat, R. St. Pierre, C. Scully, C. Castrogiovanni, M. Duchow, AJ Singh, and J. Craigin

Absent: P. Anthony, R. Frey, C. Contreras

Proceedings:

  • Meeting called to order at 7:06 p.m. by Chair, LG
  • Motion to approve July Meeting minutes by R. St. Pierre. Seconded by J. Craigin. Approved.
  • Board President LG called for items of new business

Treasurer’s Report – AJ Singh presented the treasurer’s report and reported that changing banks is still under consideration. Report placed on file.

Tax Collector Report – Report presented by M. Duchow.

Lake Report – the lake was treated twice – a third treatments planned for some time in the next 3 to 4 weeks. Boats need stickers and to be on boat racks. Boats will be checked for stickers and in September all boats without stickers will be removed.

Encroachment Committee – no report

Event Committee Report: The Regatta is scheduled for September 10th.

New Business:

  • Lee reported that a new member who lives on Rio has joined the association.
  • The board needs to upgrade LGIA technology, new laptops and software are needed. H. Monnerat made a motion to approve up to $2,000 for new technology. Seconded by R. Frey. Motion passed with one abstention.
  • A suggestion was made to make a generic bylaw that members must abide by LGIA rules and regulations posted on the website to have consequences for violations of rules.
  • Recommendation that a working group be met to review and regulations on the website.

Commens by association members:

  • Question was asked about when the lake will be lowered – Lee responded sometime in December
  • Question around the number of boards that will be removed when the lake is lowered

Motion to adjourn the meeting at 7:55 by J. Cragin seconded by R. St. Pierre. Motion passed

Proceedings:
• Meeting called to order at 7:08 p.m. by President L. Gezelman.
• Vote to approve January meeting minutes. Motion made by C. Scully, Second by R. St. Pierre.
Motion passed.
• The President solicited items for new business.

Treasurer’s Report – Report presented by A.J. Singh. The report will be placed on file.

Tax Collector Report – Report presented by M. Duchow. Large tax payments were received. The report will be placed on file.

Lake Report – Waiting on the lake treatment company to get back to us on getting a permit. L. Gezelman will be contacting them.

Encroachment Committee – N/A

Event Committee Report:

-Outdoor Movie Night will be on May 20th at Children’s beach at 7:00pm. Rain date May 21st.

-Regatta/Picnic will be on September 10th at 11:00am at Battistoni Beach.

-May cleanup project was discussed. R. Frey will be leading the project.

Old Business: N/A

New Business:
-Boat registration, a member is missing stickers. The matter was discussed and resolved.

-School street extension quote came in at $9,850.00. Discussion was had about the quote and the project. C. Contreras made a motion. M. Duchow seconded. Motion passed to go forward with the quote with one abstention.
