May 2020 Meeting Minutes

Lake Garda Improvement Association
Board Meeting Minutes: May 12th, 2020
7:00 pm Children’s Beach, Burlington, CT

Board Members:
Present: C. Anthony, C. Byrne, C. Castrogiovanni, J. Cragin, L. Gezelman, M. Duchow R. Frey, H. Monnerat, , R. St. Pierre, A.J. Singh.

Meeting called to order: by L.Gezelmen at 7:04

Approval of April meeting minutes (Zoom Meeting):  Motion to approve:  J. Cragin        Second: C. Anthony Motion passes.

Proceedings:

Treasurer’s Report: Report presented by the Treasurer. Net $112,312.00.  Tax checks should be coming in next month.

Tax Collector’s Report: Tax bills went out on May 1st.  It was stated that 5 new members are on the tax roll and that one delinquent paid off. Adjustments will be made on the interest for delinquent payments per the governor’s order.

Lake Report: Rick from CT Pond & Lake made a presentation.

In his opinion, progress has been made. The headwater pond to the lake has lilies in it, but they are being treated.  Bassweed issues on the Burlington side of the lake will be treated.  Rick stated that getting material has been challenging has been challenging with the pandemic.

There has been a lot of rain which contributes to the problem.

Rick was informed by a member that Algae has been coming in on the south side of the lake.  The algae can be easily treated according to Rick.  He recommends treating the algae within 10 days.

A weed sample was presented by a member and Rick is going to investigate.  In his opinion, the lake looks much better then 3 years ago.

A suggestion was made by a member that we put notice in the newsletter about suburban lawns and and chemicals that make their way into the lake.  There are also a number of drains that feed directly into the lake.

A question about the north end of the lake and why it got bad quickly.  It was treated, but it is a challenging portion of the lake.

Lake draw downs were brought up.  Rick stated it’s not hurting anything to drawn down.  For dock maintenance draw downs are vital.  The reason for a drawn down is to freeze the soil, but this year we did not have a freeze.

Rob St. Pierre is the point of contact for the lake. The boat that was used last year will be used at least once with the possibility of a second.

A question about fish being added as a potential help.  Rick doesn’t feel that it would help. The carp we currently have are not doing anything to help control the weeds.

Suggestion to communicate more often.

J. Cragin wants to proceeded quickly with a potential to treat at the end of May. This would also need to be communicated to members to coordinate about clean up efforts.

Old Business:

Encroachment Committee: Pleasant street house. L. Gezelmen has been in contact with the perspective buyers lawyer and they were looking for a license or easement for a wall on LGIA property.  The wall also encroaches onto Rowe Street.  There is a contractor who has offered to remove the small encroaching wall for free.

The larger wall needs to be removed. The prospective homeowners need to remove the wall.

Events Committee: Easter Eggs were delivered in lieu of an Easter egg hunt. The family picnic is currently scheduled for June 20th.

New Business:

Westside Blvd and School street, and the upper corner of Strong Street is being eroded and will eventually runoff into the lake. A quote for $750.00 was presented for a new curb. Motion made to spend $750.00 to add the curb by H. Monnerat. Seconded by M. Duchow.  Motion passed.

-Proposed sewage tax for LGIA Residents: C. Byrne presented on this.  Farmington did an expansion for the sewage facility.  The town of Farmington wants to charge 2.2 million dollars as a sewer assessment for LGIA Residents. The WPCA (Water Pollution Control Authority) see it as 400k in usage so there is a discrepancy.  There has been a suggestion to put flow meters in to more accurately tracked. C. Byrne will be attending a meeting to look into this.

-C. Castrogiovanni presented a few items. Picnic benches are being rebuilt at the beaches. A crate for storage of beach toys was proposed. Proposed signage for returning toys and chairs and new signage for Monce Road private property. Idea about beach passes being made for members and their guests. C. Castrogiovanni will get pricing on all of the above.  A question as to the status of beach sand. L. Gezelmen is getting a quote.

R. Frey presented about potential drone flyover for pictures of lake treatment progress. Tests have already been done. $2,000.00 is proposed for multiple monthly flyovers for the summer season. Motion to spend $2,000.00 for drone footage of the lake for the summer seasonby A.J. Singh. Seconded R. St. Pierre. Motion passed.

 

Comments from members:

-A question as to when the lake testing begins. It was explained that this is done independently by the health department and they will be starting their tests soon as swimming season approaches.

-A question about road repair fees.  It was explained that there were many road repairs on Mountain extension.  The was also work on the parking lot at Battistoni beach.

-A question about cost of snow removal was raised. Contract fees were explained.

-A member talked about a puddle that continues to get bigger on Washington St. L. Gezelmen will investigate.
